Built for one contractor, on purpose

BidCaliper was written for a Winnipeg mechanical contractor who was reading nine hundred public tenders to find the four that were open to him.

It is still being written for him. Everything here has to survive contact with somebody who will notice if it is wrong.

How it started

With one estimator’s morning

Public procurement is open by design and unreadable in practice. A ten-person shop gets the same feed as a national contractor, and the work of finding the four jobs that are actually open to them falls on whoever has the least time.

Every alerting tool on the market solves this with keywords. We measured what that does: 44 past Manitoba contracts match the word “heating”, and most of them are deliveries of heating fuel on winter roads. That is not a tuning problem. It is what happens when software matches words instead of reading what the job is.

First production deploy. The federal and Québec feeds, the requirement checks, the cost model.

Tested against real Manitoba tender documents rather than made-up ones. It read a third of the requirements correctly. Rebuilding around what the test showed took it to nearly all of them.

How it is built

Four things this will not do

Most of what makes software like this trustworthy is what it refuses to do. These are rules in the code, not intentions.

Never a bare answer

Every finding carries its reason and the sentence it came from. Every number carries where it came from and what would change it.

Never invent a figure

When something is missing it says so. Unclear becomes “worth a look”, never “clear to bid” — a wrong “yes, bid it” costs two days and the trust does not come back.

Never submit anything

Not behind a confirmation, not behind a setting. You sign and you send.

Never pool your documents

What you upload stays inside your company. A standing check plants a decoy and fails if it can ever be reached from another.

BidCaliper is built and run by James Worthing, carrying on business as BidCaliper. The day job is safety and compliance — writing the programs and running the audits that public work asks contractors to evidence — which is why the record of what you decided and why is treated here as a feature rather than a log file.
