You are the one who has to read the document and know what is in it. Every answer here expands into the checks behind it, with the sentence quoted, so a decision can be explained by somebody who was not in the room.

Two requirements fail and one needs a decision. Everything else passes. Blocked is still worth reading — this is how you find out which two things stand between you and the work.

Trade fit
The work is process piping inside a water treatment plant. That is your mechanical work.
Distance
The notice puts the work in Manitoba, inside the 250 km you said you would travel.
Certificate
Manitoba public contracts at or above $100,000 require a valid COR or SECOR, or a current equivalency. You hold none of them.

Bonding
The performance bond runs at 50% of the contract price. On the published $4,200,000 that is $2,100,000, beyond the single-job limit your surety has given you.
Insurance
$5,000,000 commercial general liability is required. Your policy carries $5,000,000.
Site visit
There is a mandatory site visit in 36 hours. If nobody attends, your bid cannot be accepted whatever the closing date says.

Deadline
The tender closes in 11 days.

A COR auditor asks how safety and legislative requirements are considered before work is taken on. Every no-bid here is recorded with the reason, the person and the date, and prints as it stood on the day.

It is the one thing in this product nobody else can reproduce for you after the fact.
